Wheel balancing involves putting the wheel and tyre assembly on a balancer, which centres the wheel and spins it to determine where the weights should go.
A vibration through the steering wheel at speed is the usual clue that a wheel has lost a weight or that a new tyre was never balanced. We balance as part of a tyre fit, and we can balance an existing set if the shake has started on its own.
